WEC Energy Group is a well-run, honestly managed regulated utility serving Wisconsin and Chicago. We want to say that plainly at the top, because nothing in this report should be read as an accusation of poor stewardship. The people running this company are competent, candid, and disciplined. The problem is the business itself — and the price being asked for it. A regulated utility is the textbook case of a business that is protected but not free. WEC cannot raise prices; a commission in Madison or Springfield raises them, and lately Springfield has been saying no. It must reinvest every dollar it earns, and then some, just to earn its allowed return.
